Applying for B1/Visitor while green card is in process

Is there any risk of visa denial if someone green card is in process, I-130 in process or I-130 is approved but waiting for visa availability.
I wish my sibling to travel to USA but I also want to file green card for them.
Can someone be denied of entry into the usa on valid visitor visa if his/her green card is in process?
