Can one with pending i-130 still apply for US Visa

I wanted to know if a persons who's 1-130 ( immigration application) is pending , can he/she apply for US Visa? Asking cause a friend who was single with pending i-130 was denied US visa twice ( First time tourist visa and second time it was based on education) ?

If yes under what conditions can one get visa ?
If not, what is the reason for it?
