GC Process for Mom- RFE for Birth Certificate - please Advice

I am US citizen and have applied for Greencard for my Mom through a lawyer. I have submitted a Birth Certificate (which I had and older copy (hand written and not printed but provided by GHMC) and doesnot have Issue Date along with Affidavits from Relatives). We have received a RFE for birth Certificate for the sponsorer. I am working on getting a Birth Certificate from India , as lawyer suggested (This is taking time as Indian process needs to submit all diff paperwork to get a birth certificate).
Issue is, lawyer is demanding additional fee for processing the RFE. If I receive the birth certificate, Could I reply to USCIS by myself instead of going to the lawyer. What could be the repurcussions for doing so ( if i receive another RFE or will he not notify me regarding any communication he only received from USCIS)?
