Green card AOS for Mom - Travelling to US

I (US citizen) Applied for Green Card for my mom (She is currently in India) in Dec 2016, received the notification of approval and forwarding of case to NVC in Aug 2017. I have been holding off for further action due to the following dilemma.

It takes a lot of time and coordination to do counsellar processing, medical etc in India, while the same can be done within 2-3 months if the applicant is in US.

Question:

Can my mom visit US on her existing 10 yrs visitor visa and apply for AOS in US california ?
What is the process to request NVC to change the councellar processing to AOS ?

Green Card

She can try to come on her B2 but since you have already filed for her AOS then you risk her being denied entry because they will suspect she is doing exactly what you plan to do. Coming in on visitor visa and adjusting status from the US.
