Question about legal status following I-797c for parents

We applied through concurrent filing for GC for my wife's parents. Received i-7907c rejection that the payment was incorrect. As best as I can tell we over-paid. Do they reject for overpayment? Also, her parents' I-94 stamped date is coming up in a few days. Do the remain legal in the country as we resubmit the applications?
