Hi, I applied greencard for my parents and submitted forms: I130, I485, I131, and I-864. We received got I797C for all the forms except I864. Is that normal? Should I call USCIS and inquire?

Yes, those 4 are the actual applications you applied for. I-864 is just a supporting evidence for the I-485, not a form you are submitting in its own right.
