How long the I-130 takes to approve doesn't really matter.

What matters is the wait for visa numbers in your category. The F4 (sibling of US citizen) category currently has a wait of around 13.5 years (longer for people born in India, Mexico, or the Philippines) from when the I-130 was filed. Only after this wait is over can you proceed to the next step.

This is my personal opinion and is not to be construed as legal advice.

        Your age makes no difference.

Your sibling can petition one of your parents, which would be in the Immediate Relative category with no wait, so they would immigrate in about a year or so, and immediately after they enter the US, they can petition you, as long as you remain unmarried, and it would be in the F2A category if you are under 21, with a wait of about 2 years, or the F2B category if you are over 21, which has a wait of around 7 years. But if you are 20, by the time that your parent immigrates, you would have aged out (or if not, even if you are under 21 when your parent petitions you, you would likely age out during the 2-year wait), so you would be in F2B with about a 7 year wait (plus about 1 year for your parent to immigrate).
