I 485 denied, I 130 approved

I file for my husband for I 130 and we got approve. But Uscis still denied his I 485 form due to missing disposition form, from 1989. I been searching all over, went to many courts, came to Federal Court Record center, where they provide me a paper, where sad, that his record not found, cuz its a small pitty case, they may even destroy it. He been arrested by US Park Police.
I submitted all paperwork to an officer, but it was not enough. And they never let me know due interview time, just got denial respond on March 3rd.
Is anybody have a similar situation and can give me any bits of advice?
