I-130 application F2A category help with dates and CSPA

I have 3 questions:

I received my greencard on January 11 2017.
On January 12 2017, I put in an I-130 application category F2A for my son who is still under 21.
Priority date on the I-797C is January 12, 2017.
It was sent to the California service center. Current processing date for this category is November 4 2016.

On the April 2018 visa bulletin for - B. DATES FOR FILING FAMILY-SPONSORED VISA APPLICATIONS, the date for this category is Sep 22 2017.

Question 1.
Does this mean that when they get up to processing his application, he will start to straight away begin to "assemble and submit required documents to the Department of State?s National Visa Center"?

Question 2. regarding CSPA

My son will turn 21 on July 13 2018.

For the calculation for CSPA, will the "pending time" be from date we hear from USCIS back to January 12 2017, (ie if we heard today it would be 14 months)?

Question 3.

Final Action dates for F2A category is currently 01 May 2016.

"If" it continues at this rate (approx 1 month each bulletin), then he should still qualify with the CSPA calculation.

When he turns 21, do I have to notify anyone?

Yes I have received the approval from USCIS - took nearly 19 months.
However NVC has still not received the file and I have to scan and send letter to NVC research.

I asked about CSPA when I got on to NVC and someone there said that when his priority date comes up that they do the calculation then and should let me know.....
