As per USCIS requirements to sponsor my father for green card (https://www.uscis.gov/family/family-...nent-residents), I need to provide his marriage certificate. My parents never received their marriage certificate, and my mother has passed away. Without both parents, no government agency or court in India is willing to provide a marriage certificate. What are my options at this time?
1. I have read elsewhere that I can provide my mother's death certificate, which proves end of marriage. Is that in lieu of marriage certificate or in addition to?
2. Instead of a marriage certificate, can I submit attestations from people who were present at their wedding? Is there a template or set of requirements for such a document?
