Once you become a citizen, you can file concurrently for your spouse. You can file I-130 now, and then file adjustment (I-485) when either his/her priority date becomes current or you become a citizen, whichever occurs first. Or you could wait for citizenship to send both forms together. The processing time for the adjustment will be the same once you are able to file it. Either way, don't plan on any international travel. I'm assuming you and your spouse are in the US, and your spouse doesn't have an H1B visa. I also don't know anything about your family's situation and the advice would probably change with more details.
