My Wife will be eligible to apply for Citizenship in October 2019. We want to bring her family over here, her mom, younger brother and sister. Her younger sister will be turning 19 on June 29th 2018. So she will be 20 in 2019. Would my wife be able to bring her younger sister over? or would she be to old before all the paperwork is finished?

Once one of her parents immigrates, that parent can also immediately petition her siblings (the parent's children), as unmarried children of a permanent resident. An unmarried under-21 child of a permanent resident is in the F2A category, which has a wait for visa numbers of around 2 years. Her sister will likely age out of that by the time she is able to naturalize, her parents are able to immigrate, and during the wait for F2A; an unmarried over-21 child of a permanent resident is in the F2B category, which has a wait for visa numbers of around 7 years (longer for people born in Mexico or the Philippines). If the sister is born in any country other than Mexico, the wait in F2B is much faster than the wait in F4, so she will likely be able to immigrate on the parent's petition much sooner than your wife's petition, though it doesn't hurt to have multiple petitions. Note that she has to remain unmarried to immigrate on F2B.

Sorry wrote this while i was at work. They live in Vietnam, My wife is 24 atm. Just to clarify. So after my wife becomes a citizen she can petition for her mom and younger brother since hes under 21 to come to United states which takes around a year. When her mom comes over she can petition right away? as a permanent resident for her younger daughter over 21 that is unmarried, which takes around 7 years or sooner.
Do you think its do able for my wife to be naturalize before her younger sister is 21? she would be eligible to apply for citizen ship in October of 2019. Her sister wouldn't be 21 until June 29 2020. What if my wife is able to become a citizen before her younger sister is 21 and we file the paperwork before she turns 21 and during the process she turns 21.

When her parents enters the US, they can immediately petition all of her siblings (their children). Their child who is under 21 at that time will be in F2A, which has a wait of about 2 years, but if they turn 21 during this wait, they also age out into F2B. The wait in F2B is about 7 years.
The sister who is turning 19 is highly likely to age out. First of all, it takes a long time to naturalize after you apply; maybe around a year. Only when she becomes a citizen can she petition her parent(s), and it takes at least a year for them to enter the US. Only after they enter the US can they petition their children (her siblings). And then, even if the sister is under 21 at the time and is in F2A, if she turns 21 during the 2-year wait, she still ages out (CSPA complicates the exact time of aging out a bit).
If the other sibling is under 17 or so, there is a good chance they will be able to immigrate in F2A on the parent's petition.
