No, bit unless you immigrate to the USA. A green card is for a USA permanent resident.
I am a USC, and I lived abroad, and I married a Burmese woman in 2014. We lived in Singapore. No she could not get a green card until we moved to the USA. That did not stop us from getting her a single entry B2 (holiday) visa to visit the USA, and a visa for her to visit Canada. We had a great holiday with no questions asked.
I filed an i-130 petition from aboard (in 2016) It was approved in February of 2017, but we took our time. I asked the NVC to put it on hold for a year. I quit my job, and took a new job in the USA in February of 2018. I filed the affidavit of support. My wife arrive here with me on August 1.
Last I knew, citizens of Spain can visit the USA with an ESTA. Nothing is standing in the way of a holiday!Last edited by linuxpro; 10-06-2018, 02:26 AM.
