I130+ 485 applications to Illinois USCIS?

Hey guys,
I was reading on immihelp.com that a petitioner who is filing for 130 and 485 at the same time cannot apply to the local /state USCIS service center and has to send docs to the chicago USCIS service center?

Is that still true? Can some1 please confirm ?Thx!!!
