police certificate for interview

I have applied for green card for my parents and I have to sent final documents to NVC to send the package to india for interview;
It says my parents need to have police certificate when they go for their interview at the embassy indicating that they dont have any criminal background and no unfinished cases against them.

is there a template/generic letter my parents can get or is there a specific matter and the way it should be said . I would appreciate any help.
