Getting Married-Both on H1

Hi,
Me and my fiancée are both on H1. We plan to get married in Houston, TX sometime during Dec-Jan.

It must happen in a hindu temple. Do temples have state authority to give marriage certificates?

I need some legal advice. All I want to know is is there any 'license' needed before that and what should I do to avoid any hassle on getting marriage certificate.

Anybody in similar situations?
