Can I get a Green Card ?

Hi there ;
My family has Family-based immigration to USA since 1999 .
My father had traveled to USA 3 years(99 -2000-2001 ) and get a Green Card which expires on 2009 . Now I am 19 years old and I want to travel to USA immediately (without any extra time ) and get a Green card ( if possible ) before I am 21 years old .
What should I do and what are the documents Iwill need ?

My uncle sponsored for my dad's green card .

DId your dad travel to the US after 2001 on his green card?
When was his last trip?

He did not travel to US after 2001 (his last trip was in feb 2001 then he stopped because of my grandfather death) .
