GC for mother - How long does it take?

I am going to be a US citizen soon. My mother's tourist visa was rejected twice (Chennai consulate) as she is a widow and now I want to file a GC for her as I feel that is the only way she will be able to visit me. How long does it take for the parent of a US citizen to get GC?

Any information/suggestions are really appreciated.

My cousin applied for her mother wich is my aunt and it only took 8 months.. but my aunt was here in the States I think if the person is outside the US it takes longer so start the petition as soon as you become a Us citizen.
