It means that a person is able to file for adjustment of status to permanent residency at the same time as the petition for that person is filed... if you tell me more about your situation I would be able to tell you if you can do concurrent filing
My Stepmother who is an American citizen has petitioned for my sister who is married and over 21. A i-130 was filed along with afadavid for support. I am not sure if she filed i-485. She is in Canada our priority date is jan 29 2003.

First, your sister can not file concurrently, because there are no visa numbers availsble to her, you have to wait till your priority date becomes current. Second, you can not file I-485 from outside US, if she is in Canada she will have to apply for immigrant visa (similar process but so that you are clear with the terms). Your sister has a long wait ahead of her though
Faster would be to enter on a work visa, or just come as a visitor for some time (however, there may be a problem getting visitor visa considering that the application has been filed for her).
So sorry to hear that.You can get there by worker or by visitor,but i think you must choose a longer visa.It is likely that your dad need someone to look after since now.
