Had visa interview at manila embassy

my wife had her visa interview on august 29th, they placed her case in administrative review, th review was completed on October 25th, we assumed that the review as to her civil status came back clean, they then requested an updated NBI check( National Bureau Of Investigations) , as of this date we still have heard anything as to the status of her visa,I called the US embassy in Manila and ask what the status was , the operator could not answer the question , she only told me to fax a letter aasking the consular to epedite the issuance and release of her visa on my wife behalf, has anyone else experienced this at the manila embassy.
