Do I need to file the I-693 with the I-130 and I-485 (family-based)? I was told by USCIS that I should wait until the interview is scheduled to fill out the I-693 because it might take more than one year, yet the instructions say I have to submit the I-693 with my I-485. Also isn't there a letter saying that if you submit the I-693 before January 2007, that it won't expire in one year? What should I do?

I would say it would depend on what category you are applying through. If you submit i-485 package, the i-693 is required. Yes it is true that i-693 is valid for one year, however, i just read the other day that once it is there for process for USCIS, it will not be considered expired after 1yr.
You may double check with the USCIS.
