affidavits in absence of birth certificate

I am a US citizen and applying for my mom's GC. She is here with me now on a tourist visa. She doesn't have her birth certificate. I have heard that two affidavits are needed in absence of the birth certificate. I got one affidavit notarized from her mom (my grandma). Does she really need another one also since her mom is giving the first one. If yes, does younger sibling give another affidavit or do they have to be older to her.

Well, it is somewhat similar with my mom, but I only took one affidavit
from her elder brother who is only 2 years elder , since her parents are not alive. Also, she has
her matriculation certificate showing her date of birth which will serve as
secondary evidence. There are several posts about getting two affidavits, but I will just go with one, since she is older and cannot find any relatives who are older and alive.

You will also need a statement from the municipal office of her birth that they cannot issue any certificate. If you can get another affidavit, get it from an elder sibling.
