Getting GC for my brother under 21 years old

I am US citizen over 21 years old. If I sponsor my parents for GC, does my brother under 21 years old accompany them?

ii)the parent of a U.S. citizen who is 21 or older.

NO, He does not. Accompanying children of spouses of USCs benefit
not children of parents of USCs.
They will have to file for him under F2 category after they get their GC.

On the contrary, I think he accompanies them.............you file for them in the preference category and not as an immediate relative and he can accompany them.
