travel to US on tourist visa while waiting for CP interview

My mom is waiting for her family based greencard interview (NVC sent her papers to embassy on Nov 30, 2006). Can she travel to the US on her visitor visa (10 year validilty) as she needs to be here urgently? She will go back for her interview when the interview date is announced. Thanks.

It is at the discretion of the officer at entry if he lets her in.
In case the officer detects (he may or may not), a pending immigrant
petition , she may have to prove that her visit is temporary ; she should carry evidence of that and evidence of consular processing of her immigrant
petition.
