I-130 for both parents and sibblings in one envelope?

I am not sure if this question has already been asked before but ...

I will be filing I-130 for my parents and sibblings and was wondering whether I need to have them sent to USCIS on separate envelopes or I can do so in just one.

Can the fees be submitted in one check as well?

Lastly, my brother is 19 on F1 visa. Should I file an I-130 for him or would he qualify to get a GC under my parents. Would filing an I-130 for him hurt anyway?
I am a US citizen and parents are in Africa.
