utterly confused!! where to file I-130 petition?

I understand that after some changes in legislations, the US consulates are no longer accepting I130 petitions and that it must now be filed at the petitioner's place of residence in the US.

I am a US citizen, however, I do not have a residence in the US. My residence is in Canada. Currently I am in Australia with my husband and am studying here for a short while, before I go back to Canada to finish my degree that I had left incomplete.

I would like to know as to where I should file my petition if I don't have a residence in the US as yet?
