I 485 denied

We had applied for green cards for my parents in law in feb 06.
My father in law got his greencard but my mother in law is facing n no. of problems.She was asked to get a police clearance certificate from the places she has lived in past 5 years which she could not get because of she does not have clear fingerprints.
And now she recieved a letter which says "No appeal lies from this decision."
Does anyone have idea what it means?
