    I am USC and want to start processing for my 60 year old mother who lives in Chennai. Can someone help me to answer these questions?
    1) Am I supposed to file the I-130 and I-864 at the same time?
    2) Do these forms need to be mailed to the USIS, Vermont [as I fall under this region] or the Chennai consulate?
    3) Any idea about the processing times at Chennai consulate

      Only I-130 form, not I-864 yet

      The appropriate way for your mother to immigrate is through immigrant visa processing at the American Embassy in their home country. This can only be accomplished after you file individual I-130 visa petitions for her with the USCIS Service Center having jurisdiction over where you live. Once the USCIS approves the visa petitions, they will be forwarded to a National Visa Center, who will screen the cases and forward them to the correct American Embassy abroad for further processing. While this sounds like a tedious process, it really is not. If all goes well, your mother should be allowed to immigrate with permanent resident status in approximately one year from the date you file the I-130 petitions.

      If you are seeking permanent resident status for your mother, you must file the following items with the Immigration and Naturalization Service:

      Form I-130 Petition for an Alien Relative

      Your birth certificate (copy) showing the names of you and your mother

      Your Certificate of Naturalization or Citizenship (copy) if you were not born in the United States.

        Thanks very much for the info. So when exactly I am supposed to file the I-864? Secondly, when my mother goes for the interview, does she need to show her birth certificate?

          All the instructions here in the below url.
          First you need to file these papers then the petition will be approved then they will ask you for affidavit of support.
          Yes, your mother needs her birth certificate, police clearance when they will call her for interview. She has planty of time for that.
          Just do the first step asap.
