I applied for immigration for my parents and things seems to be moving well. I just received the packet 3 for my mom. My sister is 17 yrs old how can I apply her under the immigration of my father which is still going to be months away?

I assume you are a USC. She is not eligible to get an immigrant visa through the petiton filed by you for your dad. Your petition is for immediate relatives
(parents) and cannot include their other children even if minor.

You can file a petition for your sister under F4 category. For Indians the wait time is about 11 years.
OR
Your parents can file for her under F1 after becoming
US citizens themselves. The wait time for F1 is about 5-6 years. But it will take them 5 years to become USCs so this will come to about 11 years too.

They could file for her under F2B but she has to be 21 for that and again the wait is the same.

Other option is
Coming to US on a student visa and then trying the employment route to green card.
