Just recieved a letter from usa consulate. what does it mean?

I am an Indian. My wife a usa citizen applied for i 130 last sept 2006. i recieved a letter from usa consulate which states the following

This is with reference to ,your app-l-i-cation for-an immig-rant visa.
Please submit the following documents at your nearby VFS office
1. All your previously held passports and 2. A list of all travels outside India.

What does it mean???

Means what it says

It means what is says. Submit those documents promptly.

Copies of all your previous passports that you ever held. Documentation of your foreign travel that will show where & when you travelled.

Attach a cover letter detailing the dates of your foreign travel with the details on why you travelled to those places.

my guess is they wish to know if you ever overstayed or violated the terms of your visa in US? Or if you are subject to further scrutiny depending on
your travel to other countries?

After 1997, If you ever overstayed in US for >180 days to one year you will be subject to a 3 yr entry bar on any kind of visa. overstay more than one yr will mean a 10 yr entry bar.

Permanent resident application - deeper scrutiny

Since this is a permanent resident application they need to do a deeper scrutiny and see where all you've been outside your home country and for what period of time along with the purpose of your such trips.

If you provide all the information clearly and in detail with as much supporting documentation as possible, your process will go that much smoother.
