Green card without invoving wife

i am in the usa on a H4 visa and my wife is the H1 visa holder.

can my brother or sister in law (my wife's sister /brother both US Citizens) file FAMILY BASED Green Card application without involving my wife.

i have three children aged 15.12 and 4.
