long stay visa for elderly mother

What forms do I need to apply for my elderly mother to come and live with me here in the United States? Can I bring her over on a visitors visa and then extend or convert visa? She will be coming from Europe and live with me in Connecticut. I can travel with her to Canada if need be to extend or convert visa. How should I go about this?
