Can my employer apply for I-140 though I-130 approved

1.Can an employer file for I-140 for people who have an approved I-130 (Family based petition). The reason is because my GC will takes 9 years due to my priority dates for family based AOS. I realized i will be able to get GC much shorter time if I will apply for employment based AOS.

2. What is the procedure for filing National Interest Waiver??Can anyone gimme a website.

Sure, your employer can do that. You can have multiple immigrant petitions, but you can only have one I-485 pending.
For a NIW, you need to consult with a good lawyer. Don't try this on your own. Lawyers experienced with such cases know what is required for your service center.
