Processing Time - VSC for brother or sister

I was under the impression that it takes 13 to 14 years for brother/sister.
But the USCIS website shows as follows :
I-130 Petition for Alien Relative U.S. citizen filing for a brother or sister current date is February 05, 2001;

Is the waiting time reduced to 6+ years instead of 13/14 years?

Nope. It is still around 10-14 years.
