Please help! country of marriage/country of K3 application

Applicants for the K3 and K4 visas must apply for those visas in the country where the marriage to the US citizen took place." - Immihelp.com site (under K visas).
Can we get married in a Country One (not US) and apply for K3 in Country Two (my wife residence, not US neither)? Please share any info about this subject - couldn't find any laywer to consult.

You have to apply in the country where marriage took place.
