    hi, i submitted Birthcertificate (affidavit)already, but ins asking me letter from Govt indicating why that certificate is not available?what about if we born before 1969?any idea?

    Get a "Non Availability Certificate". I just recently got it for my mom who was born in 1942. No issues.
