    i130 question

    i have been married to a US citizen for 3 yrs and have not filed for i130/1485 yet. i have 2 questions:
    1) i have always understood that is the spouse's decision whether they wanna sponsor u or not. is this completely true?
    2) on average how long does it take between the time one sends in the papers and actually getting the greencard?
