Non availability Certificate.

We are trying to get the Non availability certificate for my mother since Birth Certificate is not found from Bangalore Corporation. But they are saying that the rules have been changed now and that they do not issue Non availability certificate anymore. Does anyone in Bangalore or any other city came across same problem. Is there any other alternative to get Non availability certificate? Please Help.
