Re-application for Green Card

I reside in India and used to be a Green Card holder untill i surrendered it and applied for a tourist visa.
Currently i have a !0 yrs Visitors Visa which expires in 2010.
My mother and sister are citizens of The United Stated Of America.
I am married nd have a 8 yr. old son.
My husband as well as my son have 10 years visitors visa.

i have following queries:
a. can my mother re-apply for my greencard?
b. what would be the duration of the process?
c. can i still travel to u'.s.a inspite of my immigration file opened?
