Continuence of GC to become citizenship

Me my wife and daughter(16) got GC in May2003. My son (18) got his in Jan2004. Now here is the situation:
My son went for his college in india july-2007 comming in Nov and stays for 15 days and goes back.
Then he comes back in May and stays for 2 or 2.5 months (year break) and goes for study. It is possible for him to stay here just for only around 3 months. He is not breaking that 180 day rule.
Here are my questions:
1) We will be applying for Citizen ship in May-2008. Do i need to wait for son till jan 2009?
2) What are the consequences that if he take the rentry permit ( right now he is not having, If this is the way he has to do can he take in may-2008 so that he will be here to apply for it and take the reentry permit with him.
Or should i apply this november only.
Please Help me on this ASAP. As My son will be staying only 15 days.

3) Do i need to have a lawyer for his Citizen ship if so can you please give some pointers?
