Please help

I applied green card for my parents in july. I also filed I-864 with fee last month. Now they received letter in india asking for $380 fees for each processing. I don't have idea why they are charging for $380?

Issuing immigrant visa to enter US. Whatever you paid for filing fees for immgration petition and NVC processing fees send papers to US consulate.
