Form I 131

My papers which were filed at Chicago have been transfered to Californis service Center though I stay at Seattle. What could be the reason for this?

I plan to apply for I131. In view of this transfer of papers , should I apply to
California Sevice Center or to Chicago Lockbox address

Chicago Lockbox, with a copy of the I-485 receipt no additional fee if you filed I-485 after July 30th.
