My wife will become an U.S. Citizen soon. We are planning to apply for her mom to come as an immigrant. Having read some of the postings, I realized that USCIS asks for mom's birth certificate for clarification, although the USCIS website only mentions the petitioner's birth certificate is needed.
My questions are:
1) do we need to prepare mom's birth certificate as part of the supporting documentations when we first apply for I-130? If not, will it cause any delay if USCIS ask for it later. We really don't want to cause any unnecessary delay due to USCIS bureaucracy or miscommunication.
2) My wife's birth certificate was issued in 1994 and good for 10 years, i.e., expires in 2004. Does she need to update the birth certificate so it is not expired. It makes no sense in logic to re-do it as once you get a proof for birth, it should stay the same. Again, we don't want to government bureaucracy and stupidity of rigid rules get in the way of a smooth immigration petition.
