minor in possession of expired conditional resident card

Hello,

I could not find any info regarding an expired conditional permanent resident card held by a minor. My step-son is 14 and went to Colombia from California to visit his father for 6 months. He was held up at the bogota airport due to expired conditional permanent resident card. They directed him to the embassy in Bogota, for a re-entry letter? Will he have any problems coming home??
