No birth certificate

Hello,

We have filed I130 for our relative that is Iraqi born. He does not have any documentation except baptism and marriage certificate as well as Canadian citizenship.

The UCIS has asked for either birth certificate or a certificate of no birth certificate from the appropriate authority in Iraq. This obviously is impossible. We do not know how to even contact Iraq authority. Even if we do, how will they send us a certificate.

Can you help us in this matter? Is there any other document we can obtain? Do you know how to contact civil authority in Iraq?
