Greetings to you.my mother expeired in the year 2002 and my priority date was 25 aug 1998. i got a immigrant visa application processing fee bill but i inform to national visa centre that my mother expired in 2002 can i eligible for immigrant visa. i got a reply telling that petitioner of this case iis now deceased, unfortunately the case must be withdrawn and returning this petition to the U.S Citizenship and immigration service. could you please advise regarding this matter.
