Confused - sister's visit denied??????

My sister has a pending visa application for greencard.....they are no where near her date .......but she was denied a Visa to visit the USA ......is it true that she cannot visit America at all while her greencard application is pending.......it might take another 10-15 years? in that time is there no way for her to visit?

there is no rule that says that she can not visit. But it is harder for her to prove non-immigrant intent. so it is a lot harder to get a visa.
