Hi,
I am an u.s citizen and planning to file for GC for my sister, in my sister's birth certificate her name is not mentioned, is it ok to submit the birth certificate ?..... and will there be problem as her name doesn't exist ?

Get the letter from the birth registrar stating the name has not been entered at the time of bith and make 2 affidavits from the parents or who are aware of the birth. Don't submit just a blank birth certificate! Good luck!

If the time is concerned, submit the application with her passport details/school certificate and without the birth certificate. So you won't lose your PD and you will have time to prepare the above docs and later produce it if any RFE comes.
