Stayed out of US for more than 1 year

I have an uncle and aunt who got their greencard, and then had to go back to Romania. They unfortunately had to stay there longer than expected, over a year. And I think they are in Romania for about 1 week over the 1 year mark, and before they left, they did not get a reentry permit. They are afraid to come back now, since they may not be allowed to enter. Are their presumptions correct?
