Regarding the CSPA act in F4 category

Sir,

On Aug 2002 Bush signed CSPA Act.so let me know
1.after aug2002 there is no F2b VISA category?.
2.And persons(F4) have priority date above aug2002 can accompany his sons&daughters above 21 when he gone to US?.
3.After aug2002 can we expect less number of F2B applicants?.

is it so jason that petition filed after AUG 2002 can take their children with them even they are above 21.....i am 24....thanks
